PM Modi faces opposition from farmers to land reforms

Prime Minister Narendra Modi sought on Sunday to stave off farmer protests against his efforts to make it easier for businesses to buy land, after opposition to the bill overshadowed a burst of progress on economic reform.
Tussles over land acquisition have locked up hundreds of billions of dollars of infrastructure developments, and looser rules are important for Modi's vision of building modern cities and industrial corridors crisscrossing India.
But opposition parties have successfully portrayed proposed changes to a land purchase act, including exemption from getting consent of 80 percent of landowners for some projects, as anti-farmer - a damaging charge in a country that is still mostly rural.
In a radio address, Modi said amendments to the land act would benefit farmers but also added that state governments could opt out, in a conciliatory message after accusations that he was seeking to push through reforms without discussion.
"The changes that we are making to the law, the drawbacks that we are fixing for the benefit of farmers, the steps that we are taking ... if any state does not want to accept it, they are free to do so," he said.
Last year, Modi used executive orders to jumpstart his economic reform agenda after a winter session of parliament failed to pass any significant legislation.
His Bharatiya Janata Party (BJP) managed to ratify five of the six ordinances in the current session of parliament, including ones governing coal field auctions and mining at the last minute on Friday before a recess. A few days earlier the government passed a long-awaited bill to boost foreign investment in the insurance industry.
"Productivity in both the houses has been at a record high," said Chakshu Roy of PRS Legislative, a think tank tracking parliamentary performance.
But opposition to the watered-down rules around forced land acquisition has been fierce.
Sonia Gandhi, the leader of the opposition Congress party, last week led a march to the president's residence opposing any changes. In one state, farmers defecated on copies of the bill to express their opposition.
More protests are planned, including one led by veteran activist Anna Hazare, who led massive anti-corruption marches that rocked the Congress government Modi replaced in May.
The land law enacted by the Congress government in 2013 was aimed at giving farmers a fairer deal than a British colonial-era rule that gave authorities unbridled power to take land.

But businesses say its stringent provisions have made purchasing land almost impossible, contributing to a slump in capital investment in Asia's third-largest economy.

Finance Minister Jaitley says "no disconnect" with RBI

Finance Minister Arun Jaitley on Sunday denied any "disconnect" with the Reserve Bank of India (RBI) over plans to introduce a monetary policy committee and change the central bank's regulatory powers.

Jaitley said all the changes he proposed in the budget, seen as the biggest shake up to India's central bank in a generation, had been discussed beforehand with RBI.

India hoping 'big' player Kohli to deliver against Aussies

Virat Kohli has had a modest World Cup so far.

The batting mainstay was censured by the Indian board for his ugly outburst against the travelling Indian journalist in Perth and advised to maintain his cool.
After his 107 against Pakistan in Adelaide, he has scored 46, 33 not out, 33, 44 not out, 38 and 3 and Dhoni backed him for a big one soon.
"I don't think there has been any poor shot selection. He is a dominant batsman who likes playing his shots when he goes in to bat," Dhoni said.

"It's quite difficult but at the same time I feel it is important to keep focussing on the process. It's just around the corner and big players always score in big games."

India rejects low winning bids for 4 "outlier" coal mines

 India has rejected winning bids for four of 33 coal mines put up for auction in the past two months, the top civil servant in the country's coal ministry said on Saturday, in a decision that will most hurt Jindal Steel and Power Ltd.
The ministry had examined nine blocks whose surprise low bids prompted the designation "outliers". But bids for five of those mines were accepted, Coal Secretary Anil Swarup said in a Twitter post early on Saturday.
Although the winning bids for the nine mines were the highest in their individual auctions, they were low by comparison with the winning bids for other similar blocks.
Jindal Steel, controlled by former lawmaker Naveen Jindal and one of the biggest beneficiaries of the previous method of mine allocation that a court ruled illegal, has now become the biggest loser with three of its bids rejected.
"We are puzzled with the decision and would make our best efforts to engage in a dialogue with the coal ministry and government authorities to present the facts," a spokesman for Jindal Steel said in an emailed statement.
Former Prime Minister Manmohan Singh, from the same Congress party as Jindal, has been asked to appear before a court in connection with an alleged coal scam.
Aluminium maker BALCO, majority owned by mining major Vedanta Ltd, is the other company whose bid was cancelled, according to a list in Swarup's message.
Officials of BALCO could not immediately be reached for comment.
Jindal Steel had offered to pay 108 rupees ($2) per tonne in the auction for Gare Palma 4/2 and 4/3, two adjoining blocks it had held previously.
That was the lowest winning bid among the first few blocks meant for the power sector. Bids are typically based on estimated tonnage in the mines and quality of coal available.
Bids on other blocks in the power sector had ranged as high as 1,100 rupees per tonne.
But Jindal Steel and industry consultants have said it was wrong to cancel winning bids after a base price of 100 rupees per tonne was set.
Others have said reassessing the auctions after the posting of the highest bids sends the wrong signal to the market ahead of more auctions.
The government is looking to sell off more than 200 coal mines and parliament passed a bill on Friday to keep the process going. The measure replaces an executive decree reissued in December after it was issued in October.

The Union Minister of Tourism (Independent Charge), Culture (Independent Charge) and Civil Aviation , Dr Mahesh Sharma  awarded  degrees/diplomas to 1605 graduates of  Indian Institute of Tourism & Travel Management( IITTM ) at its 2nd Convocation in Noida today.  Dr Mahesh Sharma is the  Chairman, Board Of Governors of IITTM , an autonomous organisation of  the Union Ministry of Tourism  .   The Minister also gave away  awards of excellence to outstanding students for their meritorious performance. The convocation was presided over by Dr.Lalit K. Panwar, Secretary (Tourism) ; and Prof. T. V. Kattimani, Vice-Chancellor of Indira Gandhi National Tribal University was the guest of honour.
Speaking on the occasion , the  Minister announced that the Tourism Ministry is processing the proposal of setting up of a National Tourism University at Noida. The proposal will be ready soon, he added. A proposal to set up a Museum of Culture in Noida is also in the pipeline, Dr Sharma disclosed.
Congratulating the graduates, the Minister said that they are now the Brand Ambassadors of the country to promote tourism . With your degrees, you have entered into a world which has a great potential, he said. The Minister exhorted them to strive constantly to uphold the knowledge, values and competencies acquired by them to make a mark for themselves in life , thereby ascending the prestige of IITTM.
The synergy between Tourism, Culture and Civil Aviation can take make India a hub of International Tourism, Dr Sharma explained. The Minister said that the Tourism sector not only generates foreign exchange, it  also generates a lot of employment especially for women and is a source of women empowerment. He hoped that the graduates of IITTM will help to actualise  India's hospitality mantra of Athithi Devo Bhav.
